On March 3, 2022 representatives from the GBGPCA Board of Directors attended a virtual feedback meeting with the City of West Kelowna and related stakeholders to regarding the current phase of the Transportation Master Plan. The items discussed during this session are summarized in the below correspondence that was provided to this team.
Thank you again for the opportunity to meet with representatives from the Gellatly Bay Goats Peak Community Association on March 3. As you know our association directors had an opportunity to meet and discuss this initiative and wanted to follow up with our feedback and ideas for your reference.
- Suggestions as they relate to our neighbourhood:
- Ensure proper evacuation plans are in place for our community
- The events that have occurred in the past (2009 and 2021 fires, 2017 flood) demonstrate improvements are necessary
- Improve capacity access on our existing roads by:
- Installation of a four-way stop (short term) and roundabout (long term) at the Gellatly & Gellatly South Roads intersection
- Installation of a four-way stop (short term) and roundabout (long term) at the Gellatly & Boucherie Roads intersection
- Install additional sidewalks/multi-use paths for Gellatly South access to Gellatly Bay
- Create designated turning lanes to neighbourhoods and major developments
- Create an on-ramp from Gellatly South to the Highway 97 without requiring the existing traffic light
- Extend the right turn lane on Highway 97 at Gellatly Road
- Widen and continue the sidewalk from Beachview through to the end of Angus Drive
- Improve safe access to our homes and to recreational corridor for residents and visitors:
- Create additional parking that supports day use vehicles with boats
- Ensure a safe and consistent bike lane on both sides of the road
- Ensure crosswalks are available and clearly marked to service parking and other amenity access points
- Eliminate public parking at the end of Angus Drive (from the end Beachview Drive development down to Gellatly)
- Enlist a better snow and road management plan
- Plan significant closures/delays on only one end of Gellatly Road at a time (north or south not both like was experienced this past year)
- Ensure through lane from Boucherie onto Gellatly and left turn from Gellatly to going up the hill on Gellatly are both plowed
- Maintain access to the Pointe pedestrian gate onto Brown Road by clearing snow on Brown Road so it does not block the pedestrian gate
- Ensure proper evacuation plans are in place for our community
In addition, we are happy to offer the following suggestions as they relate to our City as a whole:
- Add more efficiency to the Highway
- Remove the existing couplet through downtown by adjusting:
- Dobbin Road to become an access road for businesses
- Main Road to be widened with new developments and become the Highway with on/off access at Elliott and Old Okanagan Highway or Gellatly only
- Identify key access roads along the full Highway to remove traffic lights and ease congestion
- Continue review of secondary crossing and a bypass route
- Collaborate with the City of Kelowna to identify better strategies to reduce the backlog on bridgehill
- Remove the straight through traffic light and crosswalk at Hwy 97 and Abbott (pedestrian options already exist under the bridge and at Pandosy)
- Install an extended right turn lane for Pandosy access
- Create a safe bike and multi use path from Peachland to Kelowna
- Remove the existing couplet through downtown by adjusting:
