Council Response from April 2021 GBGPCA Committee as a Whole Meeting

On April 27, 2021 local community associations were offered 15 minutes to remotely present their ideas, accomplishments and challenges to the Mayor and Council of West Kelowna alongside select City of West Kelowna team members. On August 4, 2021 we received the following updates/response from this group on our presentation:

  • Gellatly Bay Goats Peak Community Association was established in October, 2020 with a membership of over 150
  • Since inception, they have launched their website, membership drive and newsletter; submitted feedback for the Visioning exercise; shared feedback on Crown and Thieves access; held an executive meeting and met with Mayor and CAO; and submitted feedback on short term rentals
  • Founding Goal – to ensure new neighbourhood development be completed in a thoughtful and cohesive manner
  • Have concerns with safety and access  
    • This is one of Council’s top strategic priorities ‘Foster Safety and Well Being’ 
  • There is a lack of parking and lack of access 
  • There is limited use of the public boat launch (monopolized by private industry)  
    • Currently our Bylaw Department manages any Commercial use at the public boat launch.  When residents see this type of activity we ask that you contact our Bylaw Department to investigate.
  • Locals want access to their neighbourhoods and parks in a safe fashion
  • Concern with infrastructure – storm sewer, sewer (and odor), traffic and roadways, parking 
    • This is one of Council’s top strategic priorities ‘Invest in Infrastructure.
    • Despite these hurdles, Council has consistently invested in ATI since incorporation in 2007, we have:
      • Expanded the Gellatly waterfront trail in three phases over four years (2009/10, 2012/13 and 2014) and upgraded the bridge to add better cycling and pedestrian connectivity (2020)
      • Added bike lanes and/or sidewalks on significant portions of Boucherie (2011/12 and 2018), Brown (2013), Glenrosa (2020), Hudson (2010/11), Ingram (2011), McIver (2021), Westlake (2014 and 2015) and Ross Roads (2019); these upgrades do not include sidewalks or bike lanes, which we required to be added as part of neighbourhoods planned and built since incorporation like Tallus Ridge, South Boucherie, etc.)
      • Adding a roundabout and multi-use path to Gellatly from Witt to Boucherie this year, $2.5 million
      • Adding a roundabout and multi-use paths to Shannon Lake/Bartley/Stevens this year and next, from McDougall Creek Bridge to Westlake Road, $6 million
    • Our 10 year plan includes additional ATI improvements as follows, which are subject to change based on budget approvals each year:
      • Butt Road and Old Okanagan Highway intersection improvements 2022/23, $1.5 million
      • Shannon Lake Road from Reese Road to Asquith Road, 2023/2024, $3 million
      • Elliott Road from Smith Creek Road to Reece Road, 2024/2025, $5 million
      • Gellatly Road roundabout at Boucherie and final completion of sidewalks along Boucherie Road, 2025/2026, $3 million
      • Boucherie Road from Ogden to Sunnyside Road, 2027/28, $8 to $10+ million
  • Concern with safety and the lack of bylaw enforcement; the wharf should be monitored and cleared by 11:00 pm
    • Parks Department has a contract with a security company that locks up the park gates each night.  If there is activity after 11:00 p.m. we ask that residents contact the RCMP non-emergency line, unless it’s an emergency you call 9-1-1.
  • Bylaw Officers are off by 6:00 pm
    • Our Bylaw hours during the Summer are 7 days a week from 7am until 6pm.    
  • The complaint-based model for bylaws is not working
    • Council sets the level of services, and allocated resources, in accordance with the Bylaw Enforcement Policy.
  • Concern with noise from short term rentals and how will this be regulated after 6:00 pm
    • The City is working on establishing an after hours service to respond to respond to short term rental complaints.  Council recently adopted the Short Term Accommodations Bylaw.
  • Concern that new development will multiply all these concerns
  • Recommend that renderings for proposed new developments be to scale
  • Next initiatives for GBGPCA: increase membership; monitor neighbourhood development requests; serve their members.
