During the December 8, 2020 City of West Kelowna council meeting Council gave first and second readings to Official Community Plan and Zoning Bylaw amendments for the first phase of the 93-hectare Goats Peak Comprehensive Development Plan. This initial phase will be adjacent to Highway 97 and Gellatly Road South and proposes 142 single-family or duplex lots and 42 townhouses. In particular the Official Community Plan and Zoning Bylaw Amendment request is to enable a rezoning from RU5 – Rural Resource Zone and RU4 – Rural Residential Large Parcel Zone to R3 – Low-Density Multiple Residential, R2- Duplex Residential, R1 – Single Detached Residential, and P1 – Parks and Open Space. The City of West Kelowna originally adopted a development plan for phased development of 900+ homes on 161 acres directly north of Goats Peak Regional Park back in 2017. This plan was put on hold by the applicant in 2018 due to the introduction of BC’s Speculation and Vacancy Tax, however, the applicant has now re-introduced this initiative to City and has garnered the approvals needed by Council to proceed to the next step – a public hearing.
